The province of Newfoundland and Labrador has completed its third round of immigration invitations for 2025, marking a notable increase in activity under its recently introduced Expression of Interest (EOI) system. The May 29 draw resulted in 405 invitations issued to prospective immigrants under two primary pathways: the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).
This latest selection round brings the province closer to fulfilling its significantly expanded annual allocation, following recent negotiations with the federal government to secure additional immigration spaces.

Breakdown of the May 29 Draw
In the May 29, 2025 invitation round, Newfoundland and Labrador issued a total of 405 invitations:
Immigration Program | Number of Invitations Issued |
Newfoundland and Labrador PNP (NLPNP) | 351 |
Atlantic Immigration Program (AIP) | 54 |
This represents the highest number of invitations issued in a single round since the province adopted the EOI-based selection system in February 2025.
Rising Invitation Numbers Across 2025
Newfoundland and Labrador’s latest draw surpassed the volumes seen in previous months. The first two rounds under the new system saw the following results:
- April 3, 2025: 256 invitations
- May 8, 2025: 328 invitations
With the inclusion of the May 29 draw, the cumulative number of invitations issued in 2025 now stands at:
- 838 invitations through the NLPNP
- 151 invitations through the AIP
This steady increase in candidate selection highlights the province’s commitment to addressing regional labour market needs through skilled immigration.
Enhanced Immigration Targets After Federal Negotiations
Newfoundland and Labrador’s total nomination allocation for 2025 has reached 2,525 after a successful renegotiation with the federal government. The province had initially faced a drastic cut in allocations but managed to secure 1,000 additional spaces to maintain its economic growth strategy through immigration.
This additional capacity is expected to support the province’s long-term demographic and workforce development objectives.
How to Apply: Expression of Interest (EOI) System
Foreign nationals looking to immigrate to Newfoundland and Labrador must first submit an EOI through the province’s online Immigration Accelerator portal. Key steps in the process include:
- EOIs remain active in the pool for 12 months from the date of submission.
- If selected, candidates receive an Invitation to Apply (ITA).
- Applicants must complete their submissions within 60 days of receiving the ITA.
Program-Specific Requirements:
- For the NLPNP, foreign nationals outside Canada need an invite code from a prospective employer to proceed. This requirement is waived for those already residing in Canada.
For the AIP, applications must be initiated by the employer, who also provides the invite code for foreign-based applicants.
A Strategic Shift in Provincial Immigration
The introduction of the EOI system in early 2025 marked a significant evolution in Newfoundland and Labrador’s immigration process. Previously, applicants could apply directly to the province. The current model allows the government to proactively select candidates who best meet provincial labour demands, making the immigration process more strategic and responsive.
Looking Ahead
With more than 1,500 nomination spaces still available for the remainder of the year, Newfoundland and Labrador is expected to continue issuing high volumes of invitations in upcoming draws. Candidates interested in building their future in this Atlantic province are encouraged to submit their EOIs promptly and stay updated on future selection rounds.
