On September 26, 2025, Newfoundland and Labrador (NL) issued 217 invitations to apply (ITAs) under its two principal provincial streams: the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).

The draw represents a remarkable shift, as in this single draw, AIP candidates surpassed NLPNP recipients for the first time, marking a change in priorities in the province’s immigration direction.

In recent months, NL has adopted an Expression of Interest (EOI) model for AIP and NLPNP equally, to facilitate more frequent draws and to react to labor needs.

This draw is one piece of a larger 2025 trend: to date, the province has released 2,821 total invitations, 2,125 through NLPNP and 696 through AIP.

Nomination Quotas & 2025 Allocations

Early in the year, NL was allocated 1,050 nomination positions for the NLPNP. After negotiations with the federal government, this was increased by an additional 1,000, amounting to 2,050 in 2025 (short of 2,100 positions in 2024).

For AIP, Newfoundland and Labrador continues to have 475 available spots in 2025. The shift in this draw, AIP invitations overtaking NLPNP, reflects a realignment of provincial immigration priorities towards employer-driven, job-offer–based admissions. 

What Is the Atlantic Immigration Program (AIP)?

The AIP is a federal-provincial initiative to attract skilled workers to Canada’s Atlantic provinces—Newfoundland and Labrador, Nova Scotia, New Brunswick, and Prince Edward Island. 

Most important eligibility requirements:

  • An employment offer from a recognized employer within one of the Atlantic provinces. 
  • The employment offer must be endorsed by the province before seeking PR. 
  • Applicants must have a minimum period of work experience or be a recent graduate from a recognized institution in Atlantic Canada.

Once endorsed, applicants file an application with the federal government for permanent residence. A unique aspect of AIP is that once selected, applicants are also eligible to be granted a special work permit (two-year duration), which enables them to legally work in Canada while their PR application is processed.

What Is the Newfoundland & Labrador PNP (NLPNP)?

The NLPNP allows Newfoundland and Labrador to sponsor foreign workers, recent international graduates, and entrepreneurs to reside in Canada permanently. Once nominated, the candidates make applications to the Canadian federal government for PR on a two-stage basis.

There are five various streams through which NLPNP operates:

  • Express Entry – Skilled Worker Category
  • Skilled Worker Category
  • International Graduate Category
  • International Entrepreneur Category
  • International Graduate Entrepreneur Category

These streams are attractive to various types of applicants, from job-ready specialists to business entrepreneurs and graduates, echoing the province’s diverse economic growth and labor needs.

This unprecedented predominance of AIP invitations within a draw signifies a probable policy shift towards employer-driven immigration, with potential for work-offer–based candidates.

The total high number of 2,821 for 2025 reflects that NL is seriously attempting to meet provincial labor requirements and economic goals through immigration.
