In a focused move to attract international talent, Manitoba conducted its 243rd Expression of Interest (EOI) draw on April 17, 2025, under the Skilled Worker Overseas category. The draw concentrated exclusively on candidates who had previously received a direct invitation through one of the province’s strategic recruitment efforts.

Direct Invitations Through Strategic Recruitment

The draw was specifically held for candidates who had been directly invited by the Manitoba Provincial Nominee Program (MPNP) under a strategic recruitment initiative. These initiatives are typically used by the province to identify skilled professionals with qualifications aligned to current labor market shortages in Manitoba. Candidates invited through such initiatives are viewed as having strong potential for long-term success in the province.

Manitoba often conducts outreach missions and recruitment campaigns, both locally and abroad, to meet specific workforce needs. Being selected through one of these campaigns significantly increases a candidate’s chances of receiving a provincial nomination.

Express Entry Participation Still Relevant

Among the 27 invitees, three individuals had active Express Entry profiles and submitted valid job seeker validation codes. This highlights Manitoba’s ongoing effort to work in tandem with the federal immigration system. Candidates nominated by the province through Express Entry-linked streams receive an extra 600 points toward their Comprehensive Ranking System (CRS) score, virtually ensuring an Invitation to Apply (ITA) for permanent residency from the federal government.

What Applicants Should Know

This draw reaffirms Manitoba’s intent to invite only those international applicants who either:

  • Demonstrate a direct connection to the province through recruitment missions,
  • Are aligned with existing labor demands

To enhance their chances of being selected, candidates should:

  • Participate in MPNP-led or affiliated recruitment events
  • Maintain a high EOI score
  • Ensure their Express Entry profile is active and up-to-date (if applicable)
