Manitoba has kicked off December by reinforcing its long-standing reliance on employer-driven immigration strategies. In its latest selection round, held on December 5, 2025, the Manitoba Provincial Nominee Program (MPNP) issued 184 invitations to candidates positioned either within the province or abroad, marking one of its most targeted draws in recent months.

A Draw Anchored in Labour Market Priorities
The December 5 invitation round focused exclusively on candidates under the Skilled Worker in Manitoba and Skilled Worker Overseas pathways. Manitoba continued to widen opportunities for prospects who have strong employer connections or who were previously identified through provincial outreach missions.
This draw also represents the largest volume of invitations since early October, demonstrating that Manitoba is intensifying efforts to select applicants who can settle quickly and respond to workforce shortages.

A majority of the candidates selected were those who had been approached through recruitment missions organised by Manitoba or its partners. These missions have become the backbone of the province’s selection criteria in 2025.

Additionally, 61 candidates selected in this draw confirmed an active Express Entry profile and a job seeker validation code, enhancing Manitoba’s access to pre-screened federal candidates.

Time-Sensitive Requirements for TPP Applicants
The special federal policy enabling provincial nominees to apply for a two-year open work permit is set to expire shortly. To participate, Manitoba requires candidates to secure a Manitoba Support Letter, which will only be issued until December 16, 2025, at 12:59 a.m. EDT.
Applicants must ensure that their open work permit submission reaches IRCC before December 31, 2025, as the temporary policy will not operate past this date.
Why Some Eligible Candidates May Not Have Been Invited
The MPNP emphasised that meeting the minimum criteria does not guarantee an invitation. Some candidates with qualifying profiles were not selected due to errors or missing information in their Expression of Interest (EOI). Frequent issues include:
- Entering an invalid or expired language test result
- Claiming participation in a recruitment mission without providing a legitimate invitation number
Any inaccuracies in an EOI can result in an automatic exclusion from draw consideration.

Manitoba’s recruitment initiatives allow employers and community partners to identify skilled workers who can address specific shortages. These initiatives may involve international hiring events, targeted virtual sessions, or community-based talent searches.
During selection, candidates are evaluated on multiple criteria such as:

- Language proficiency

- Factors that indicate long-term settlement in Manitoba
Employers participating in this process must follow the province’s structured ABC Recruitment Process, which ensures compliance and transparency. After approval, employers can submit promising applicants to Manitoba’s Employer Services division for further consideration.
Candidates with substantial ties to other provinces are often viewed as having lower retention potential, which can negatively impact their chances of receiving support or a provincial nomination.
