Immigration, Refugees and Citizenship Canada has conducted its largest Provincial Nominee Program draw through the Express Entry system in over six months.
In the first Express Entry draw this month, a total of 714 ITAs were issued to PNP candidates on November 11, 2025.
For the selection into this round, the following conditions were required:
- Minimum CRS score: 738
- Profile submission deadline: Before 2:12 a.m. (UTC) on February 22, 2025
This draw comes after the issuance of Canada’s updated Immigration Levels Plan for 2026 to 2028 and continues the trend of admitting skilled newcomers under both federal and provincial programs.

PNP Draws Continue to Play a Major Role
The November 11 draw was the largest PNP-specific Express Entry draw since April 14, when 825 candidates were invited.
With this round, IRCC has now invited 82,199 candidates through Express Entry in 2025.
Skilled candidate selection in Canada has been balanced this year, with draws falling under category-based, as well as program-specific rounds, alternatively. However, a substantial share of the total ITAs issued has gone to PNP and French language draws.

The distribution of draws this year clearly shows the focus of IRCC on PNP and CEC streams, coupled with occupation categories targeted in support of labour market needs across the provinces.

Outlook for Canada’s Express Entry in 2026
There is no doubt that Express Entry will be one of the most sought-after programs for skilled professionals seeking Canadian PR as we move toward 2026. As provinces continually revise their lists of in-demand occupations and the federal government increases targeted draws, activity within the PNP stream is expected to increase in the upcoming year.
