Manitoba Sends PNP Invitations to International Students and Skilled Workers

Manitoba has once again extended its welcome to qualified immigrants by issuing new invitations through the Manitoba Provincial Nominee Program (MPNP). The province conducted two targeted invitation rounds on June 26, 2025, offering Letters of Advice to Apply (LAAs) to candidates under the International Education Stream (IES) and Skilled Worker streams. The focus remains on selecting individuals who possess strong ties to Manitoba and demonstrate potential to contribute to its growing economy and diverse communities.

Overview of the June 26 MPNP Draw

Manitoba’s latest PNP draw resulted in 492 total invitations to prospective immigrants. The majority of these were extended to international graduates with family ties in Manitoba, while a select group of skilled workers were invited under strategic initiatives.

International Education Stream: Focus on Family Ties and Settlement Potential

The province issued 478 LAAs under the International Education Stream, specifically targeting individuals who:

  • Met all IES eligibility requirements; and
  • Declared a close relative in Manitoba as a supporter.

To qualify as a supporter, the relative must be a Canadian permanent resident or citizen, have lived in Manitoba for at least one year, and fall within specific familial relationships such as:

  • Sibling
  • Parent
  • Aunt/Uncle
  • Niece/Nephew
  • Grandparent
  • First cousin

Applicants must submit documentation proving the relationship and their supporter’s long-term residence in Manitoba. The supporter is also required to provide a detailed settlement plan as part of the application. It’s important to note that this draw did not introduce new eligibility requirements under the IES. Rather, it focused on reinforcing Manitoba’s commitment to community-driven immigration by prioritizing candidates with established local connections.

Skilled Worker Stream: Strategic Selection Initiatives

In the same round, 14 additional invitations were extended to skilled workers under Manitoba’s Strategic Recruitment Initiatives, part of the broader Skilled Worker Stream. These candidates were selected based on active participation in targeted recruitment programs and had to achieve a minimum score of 712 on the MPNP points grid.

Here’s how the 14 LAAs were distributed:

These strategic streams are designed to address labour market gaps, promote regional settlement, and attract French-speaking newcomers to enhance linguistic diversity across the province.

Looking Ahead

The MPNP remains a vital pathway for foreign nationals seeking Canadian permanent residency through provincial nomination. As Manitoba continues to grow, the program is expected to evolve further to support the province’s demographic, economic, and cultural goals.

Potential applicants are encouraged to assess their eligibility early and ensure they meet both the general criteria and any draw-specific requirements. Manitoba’s nomination can significantly accelerate a candidate’s journey toward permanent residency under Canada’s immigration system.
