In a significant move to address labour shortages and support regional development, the Ontario Immigrant Nominee Program carried out multiple invitation rounds on April 8, 2026. A total of 1,828 candidates received Invitations to Apply (ITAs) across several targeted streams, reflecting the province’s evolving workforce priorities.
This latest round marks one of several invitation cycles conducted by Ontario so far this year, demonstrating a continued focus on attracting skilled workers and graduates already contributing to the Canadian economy.

Multiple Draws Target Diverse Talent Pools
The April 8 invitation round was divided into four distinct draws, each aimed at specific categories of applicants under Ontario’s Employer Job Offer streams. These included:
- Foreign Worker stream
- International Student stream
- In-Demand Skills stream
Candidates selected in these draws were required to be residing in Canada at the time of selection, holding a valid work or study authorization, and supported by an eligible employer job offer.
Draw Details: Stream-Wise Invitation Breakdown
The OINP issued Invitations to Apply (ITAs) across four separate draws. The healthcare and early childhood education category dominated this round, receiving the majority of invitations.

Healthcare and Early Childhood Education Draw
This round saw the highest number of invitations issued under the healthcare and early childhood education category, with 1,635 candidates receiving ITAs. The draw focused on applicants holding job offers in nursing roles, healthcare support occupations, and early childhood education positions.
The score requirement for the Foreign Worker stream dropped significantly to 20, compared to 36 in the healthcare-focused draw held on February 2.
A similar decline was observed in the International Student stream, where the minimum score reduced from 56 to 46. These lowered cut-offs indicate that Ontario is expanding its selection pool to urgently address workforce shortages in these priority sectors.
Additionally, the April 8 draw slightly adjusted the list of eligible occupations when compared to the earlier February round, excluding roles such as physician assistants, midwives, and certain allied health professionals (National Occupation Classification (NOC) 31303).
Foreign Worker Stream (Score of 20 and Above)

Francophone Draw
Ontario also conducted a targeted draw for French-speaking candidates, issuing 146 invitations across all three Employer Job Offer streams. This round covered a broad mix of occupations across industries such as business services, information technology, healthcare, education, skilled trades, and manufacturing.
Within this draw, the Foreign Worker stream included 46 occupations with a minimum score of 35, while the International Student stream selected candidates from 29 occupations with a higher cut-off score of 63.
The In-Demand Skills stream, on the other hand, invited candidates with a minimum score of 25, focusing on 11 occupations such as home support workers, construction helpers, and food processing roles.

REDI Pilot Draw
Under the Regional Economic Development through Immigration (REDI) pilot, Ontario issued 32 invitations to candidates with employment offers in Lanark and Leeds and Grenville. This initiative aims to encourage immigration to smaller communities and support regional workforce needs outside major urban hubs.

In-Demand Skills Stream (Score of 33 and Above)
NOC 44101 – Home support workers, housekeepers and related occupations

Physicians Draw
A focused draw was also conducted for physicians, with 15 invitations issued under the Foreign Worker stream. The minimum score required for this category was 43.
Eligible applicants were required to have a job offer in one of the following occupations:
- NOC 31100 – Specialists in clinical and laboratory medicine
- NOC 31101 – Specialists in surgery
- NOC 31102 – General practitioners and family physicians
Further clarification on eligibility, including updated guidelines for self-employed physicians, was provided in the program update released on January 5.
Next Steps
Employers of candidates who received invitations must first review the official employer guidelines and submit a complete application to approve the job position within 14 calendar days from the date the ITA was issued.
After this step, candidates are required to submit their OINP application within 17 calendar days of receiving their invitation.
Once a provincial nomination is granted, applicants can proceed to apply for permanent residence with the federal immigration authorities.
Upcoming Changes to the OINP
These draws come just ahead of major changes to Ontario’s immigration system. Amendments to the Ontario Immigration Act are scheduled to take effect on May 30, 2026.
As part of these changes, existing nomination categories—including the Foreign Worker, International Student, and In-Demand Skills streams—will be discontinued.
At this stage, Ontario has not yet announced when the new immigration streams will be introduced or whether current applicants will be transitioned into the updated system.
