British Columbia has introduced a new immigration opportunity aimed at retaining essential workers in rural and remote communities, with the province now conducting its first selection round under the newly created Temporary Rural / Remote Health Support Initiative (TRHSI).
The initiative is focused on a limited group of cleaners and security workers employed by eligible health authorities across British Columbia. In the first selection round on July 23, 2026, the BC Provincial Nominee Program (BC PNP) invited 60 candidates to continue toward provincial nomination.
The latest selection is notable not only because it marks the beginning of the new initiative, but also because the invitation threshold was set at 50 points, making it the lowest BC PNP selection score recorded in 2026 so far.

The TRHSI has been created as a targeted, one-time immigration measure for workers whose jobs contribute to the operation of healthcare facilities and services in less populated areas of the province.

Which Workers Can Apply Through the TRHSI?
The initiative is restricted to individuals working in specific occupations.
The eligible categories are:
- Light-duty cleaners (NOC 65310)
- Janitors, caretakers and heavy-duty cleaners (NOC 65312)
- Security guards and related security service occupations (NOC 64410)
Eligible candidates must be employed in a permanent, full-time and indeterminate position.
Their employment must also be located in a community that meets the program’s definition of a qualifying rural or remote area.
This means that workers in the same occupation may not necessarily qualify if their job is based in an excluded location.
Work Experience Is a Major Eligibility Condition
Applicants must demonstrate that they have already established a sufficient employment history with their current employer.
The TRHSI requires candidates to complete at least nine months of full-time work in an eligible occupation for the same employer before registering.
This requirement is intended to prioritize workers who have already demonstrated their ability to remain employed in the position and contribute to the local workforce.
However, the program does not count every type of work toward the nine-month threshold.
Employment completed while a person was in Canada under a study permit is excluded. Work undertaken as part of an academic program, including co-op placements, is also not considered qualifying employment.
In addition, periods of leave lasting more than two weeks cannot be included in the calculation of the required work experience.
Workers Must Keep Their Qualifying Employment
The TRHSI places considerable importance on continued employment.
A candidate must have a qualifying job offer when registering for the program and must still hold that qualifying offer when submitting the nomination application.
The worker must also remain employed full-time in the eligible position throughout the application process.
As a result, candidates considering a job change should carefully assess the potential immigration consequences before leaving their current qualifying position.
Location Can Determine Eligibility
The location of employment is another critical component of the program.
The initiative does not cover every health authority workplace in British Columbia. Certain regional districts are specifically excluded from eligibility.
These include:
- Central Okanagan Regional District
- Metro Vancouver Regional District
- Capital Regional District
There are, however, exceptions within the Capital Regional District. Workers employed on Galiano, Mayne, Pender, Salt Spring and Saturna Islands may still qualify, subject to meeting the other program requirements.
The geographic restrictions reflect the province’s intention to direct the initiative toward rural and remote communities rather than larger metropolitan areas.
Health Authority Support Is Essential
Eligible employment must be with one of the designated health authorities recognized under the initiative.
The eight participating organizations are:
- First Nations Health Authority
- Fraser Health
- Interior Health
- Island Health
- Northern Health
- Providence Health Care
- Provincial Health Services Authority
- Vancouver Coastal Health
However, simply working for one of these organizations does not automatically make a candidate eligible.
Each health authority has its own internal process for deciding which employees it will support. Applicants must receive confirmation from an authorized representative of their respective health authority before their provincial nomination application can proceed.
This additional layer of approval means prospective applicants should understand their employer’s internal support process as well as the formal BC PNP rules.
Education and Income Requirements Also Apply
The TRHSI includes requirements beyond work experience and occupation.
Applicants must have completed at least a high school education and must meet the applicable income threshold for the required period before registration and application submission.
Candidates must also satisfy the broader eligibility conditions applicable to the Skills Immigration category.
Therefore, meeting the occupation and employment requirements is only one part of the process. Applicants must demonstrate that they satisfy all relevant provincial nomination conditions.
Registration Is Available for a Limited Period
The TRHSI is not intended to operate as a permanent immigration stream.
The registration period began on June 15, 2026, and eligible candidates can register until August 31, 2026.
The temporary nature of the program makes the registration deadline especially important for workers who believe they may qualify.
Since the province plans to support nominations for up to 250 workers, the number of available opportunities is also limited.
The first round has already issued 60 invitations, meaning eligible workers who have not yet registered should carefully review their eligibility before the registration window closes.

British Columbia received 8,000 nomination spaces in 2024. Its allocation subsequently fell, and for 2026, the province was granted 5,254 spaces.
The provincial government had initially requested 9,000 nominations for 2026, but the final allocation was considerably lower.
The province also received 5,254 spaces at the beginning of 2025 before later increases brought that year’s total to 6,124.
