Manitoba has continued its 2026 immigration efforts with another Provincial Nominee Program (PNP) draw aimed at skilled foreign workers connected to the province through targeted recruitment activities. The latest selection round focused heavily on candidates who had previously received invitations through Manitoba-backed recruitment campaigns and special work permit measures.
The draw, held on May 21, became the province’s 10th invitation round of the year and reflected Manitoba’s ongoing strategy of selecting applicants who can quickly integrate into the local labour market.

96 Candidates Invited Through Skilled Worker Pathways
In this latest round, the Manitoba Provincial Nominee Program (MPNP) issued 96 Letters of Advice to Apply (LAAs) to candidates registered in the Expression of Interest (EOI) system.
The invitations were distributed under two immigration categories:
- Skilled Worker in Manitoba
- Skilled Worker Overseas
Only candidates who confirmed they had received a valid invitation under a Manitoba strategic recruitment initiative or through the Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP) were considered in this draw.
TPP Candidates Receive Largest Share of Invitations
A significant portion of invitations went to individuals connected to the temporary public policy stream. Manitoba has been increasingly prioritizing applicants already working or connected to employers within the province.

Nearly half of all invitations were issued to TPP-related applicants, making it the largest category in the draw.

Manitoba Continues Processing TPP-Linked Applicants
Earlier in May, Manitoba confirmed that future selection rounds would focus on foreign workers who obtained Manitoba-specific work permits through the now-expired Temporary Public Policy initiative.
The latest draw follows that direction closely. Manitoba had also dedicated a large portion of invitations in the previous draw to candidates connected to the same policy pathway.
The province appears to be using these targeted rounds to retain workers already contributing to Manitoba’s economy.
Express Entry Profiles Included in the Draw
Among the 96 invited candidates, 20 individuals had active federal Express Entry profiles along with valid job seeker validation codes.
Receiving a provincial nomination through an enhanced stream can add significant Comprehensive Ranking System (CRS) points to a candidate’s Express Entry profile, increasing the likelihood of receiving an Invitation to Apply for permanent residence from the federal government.
Reasons Some Candidates Did Not Receive Invitations
Manitoba clarified that some applicants who met the apparent draw requirements may still not have received an invitation.
The province identified several possible reasons:
- Missing language test identification details;
- Expired English or French language test results;
- Invalid recruitment invitation numbers entered in the EOI profile; or
- Manitoba Support Letters approved after June 30, 2025, for TPP applicants.
The province stated that it is currently issuing invitations first to candidates whose support letters were approved before that date.

Manitoba Shares Immigration Activity Data for 2026
Alongside draw results, Manitoba released updated immigration statistics covering the first four months of 2026 under the Skilled Worker Stream.
The data outlines invitation trends, nomination approvals, application intake, processing inventories, and refusals.

By selecting applicants with existing ties to Manitoba, the province aims to strengthen workforce retention and address labour shortages across key sectors.
