Quebec has continued its aggressive skilled immigration strategy by conducting another large-scale invitation round under the Skilled Worker Selection Program (PSTQ). On April 30, 2026, the Ministry of Immigration, Francization and Integration (MIFI) invited 2,555 foreign nationals through multiple targeted selection exercises covering all four PSTQ streams.
The latest round focused on candidates already established in Quebec through employment, education, regulated professions, and specialised expertise. Invitations were distributed among workers in highly skilled occupations, intermediate and manual occupations, regulated professions, and exceptional talent categories.
The draw represented Quebec’s fourth PSTQ selection round of 2026 and once again highlighted the province’s strong preference for applicants with Quebec work experience and French-language integration.

Overview of Quebec’s April 30 PSTQ Draw
The province carried out separate invitation exercises under each stream of the PSTQ system. Different score thresholds and eligibility conditions applied depending on occupation type, education background, and labour market demand.
The draw targeted workers already living in Quebec who meet the province’s current economic and workforce priorities.
Stream 1: Highly Qualified and Specialized Occupations
Quebec issued 983 invitations under Stream 1, which is designed for workers employed in TEER 0, 1, and 2 occupations. Eligible candidates were required to have at least one year of work experience in Quebec.
Selections under this stream were divided into three separate exercises.

Eligibility Conditions for Exercise 1
Applicants selected under this exercise were required to meet the following conditions:
- Hold a Quebec diploma consisting of at least 900 hours of study or 30 annual academic credits; and
- Achieve a minimum score of 716 points.
Eligibility Conditions for Exercise 2
Applicants selected under this exercise were required to meet the following conditions:
- Have a primary occupation appearing on Quebec’s designated list of priority occupations for the draw; and
- Achieve a minimum score of 571 points.
Eligibility Conditions for Exercise 3
Applicants selected under this exercise were required to meet the following condition:
- Obtain a minimum score of 704 points.
The TEER system is part of Canada’s National Occupational Classification framework and categorizes occupations based on the level of education, experience, and training required to perform them.

Stream 2: Intermediate and Manual Occupations
Under Stream 2, Quebec focused on candidates employed in non-regulated TEER 3, 4, and 5 occupations. A total of 506 invitations were issued to workers with at least 12 months of Quebec work experience.
Selections were divided into three invitation exercises.

Eligibility Conditions for Exercise 1
Applicants invited under this exercise were required to satisfy the following conditions:
- Hold a Quebec diploma consisting of at least 600 hours in vocational training, 900 hours in college-level studies, or 30 university credits; and
- Achieve a minimum score of 660 points.
Eligibility Conditions for Exercise 2
Applicants invited under this exercise were required to satisfy the following conditions:
- Have a main occupation included on Quebec’s priority occupation list for this draw; and
- Obtain a minimum score of 494 points.
Eligibility Conditions for Exercise 3
Applicants invited under this exercise were required to satisfy the following condition:
- Achieve a minimum score of 660 points.
Stream 3: Regulated Professions Recorded the Highest Number of Invitations
The largest share of invitations during the April 30 draw was issued through Stream 3, which targets candidates employed in regulated professions across Quebec.
A total of 1,058 invitations were issued through six different exercises.

Eligibility Conditions for Exercise 1
Applicants invited under this exercise were required to meet the following conditions:
- Hold a Quebec diploma with at least 900 hours of vocational or college-level education, or 30 university credits; and
- Achieve a minimum score of 632 points.
Eligibility Conditions for Exercise 2
Applicants invited under this exercise were required to meet the following conditions:
- Have a primary occupation appearing on Quebec’s priority list for regulated TEER 0–2 occupations; and
- Obtain a minimum score of 495 points.
Eligibility Conditions for Exercise 3
Applicants invited under this exercise were required to meet the following conditions:
- Work in a physician occupation classified under NOC 31100, 31101, or 31102; and
- Possess authorization from the relevant Quebec regulatory authority to practise medicine.
No minimum score threshold was imposed for this exercise.
Eligibility Conditions for Exercise 4
Applicants invited under this exercise were required to meet the following conditions:
- Have a primary occupation listed among Quebec’s priority TEER 3–5 occupations;
- Demonstrate oral French proficiency at level 5 or above; and
- Achieve a minimum score of 382 points.
Eligibility Conditions for Exercise 5
Applicants invited under this exercise were required to meet the following conditions:
- Work in a regulated TEER 0–2 occupation; and
- Achieve a minimum score of 625 points.
Eligibility Conditions for Exercise 6
Applicants invited under this exercise were required to meet the following conditions:
- Work in a regulated TEER 3–5 occupation;
- Demonstrate oral French proficiency at level 5 or above; and
- Achieve a minimum score of 728 points.

Stream 4: Quebec Continues Targeted Selections for Exceptional Talent
Quebec also invited candidates under its Exceptional Talent stream. A total of 8 invitations were issued during this draw, representing a significant increase compared to earlier invitation rounds.

Eligibility Conditions for Exercise 1
Applicants selected under this exercise were required to meet the following conditions:
- Obtain a positive opinion letter issued by a MIFI-recognised partner organisation in one of Quebec’s designated sectors; and
- Possess at least 36 months of work experience in their principal occupation during the previous five years.
Eligibility Conditions for Exercise 2
Applicants selected under this exercise were required to meet the following conditions:
- Provide proof of an achievement included on Quebec’s official List of Exceptional Achievements;
- Hold an education credential equivalent to a Quebec doctoral degree, including undergraduate doctoral studies; and
- Possess at least 36 months of work experience in their principal occupation during the previous five years.
Quebec Maintains Focus on Local Integration and Labour Needs
The latest PSTQ selection round shows that Quebec remains focused on attracting workers who are already integrated into the province’s economy and society. Candidates with Quebec education credentials, work experience, French-language proficiency, and employment in priority occupations continued to receive strong preference.
The draw also demonstrates Quebec’s efforts to address shortages across highly skilled professions, regulated occupations, healthcare roles, and essential labour sectors while strengthening long-term economic immigration pathways for workers already contributing to the province.
