The Yukon Government announced that it will receive an additional 67 spots under the Yukon Nominee Program (YNP) in 2025. Yukon’s annual quota rises to 282 positions from the initial 215, set by the federal government earlier this year when nationwide allocations were reduced by 50%.

This news, which was announced by the territorial government on August 21, 2025, is a big relief for employers and foreign workers who want to acquire permanent residence through Yukon’s immigration streams.

New Invitations to Apply (ITAs) Available

Coming from a combination of earlier carried-over applications, earlier issued ITAs, and a few withdrawals, Yukon now has 80 new invitations to issue in August 2025. This is also designed to open the door wider for foreign workers, particularly those already here and who are part of the local economy.

Employer Demand and Expression of Interest System

The YNP transitioned to an Expression of Interest (EOI) system earlier in 2025, which has been received well. Between March 31 and April 22, 2025, over 500 EOI submissions were made by Yukon employers wishing to nominate foreign talent.

Priority was accorded to candidates who:

  • Completed at least one year of work in Yukon;
  • Graduated from a Yukon post-secondary institution;
  • Are Francophone applicants; or
  • Hold a Temporary Measure Letter of Support, which allows them to work on a special Yukon work permit.

Nearly 400 of the employer applications were aligned with these provincial priorities, reflecting the requirements for retaining skilled workers already in place within the territory.

Breakdown of ITAs Issued in 2025

As of so far in 2025, the YNP has issued invitations in the following categories actively:

  • 19 applicants from 2024 carried over with Temporary Measure Letters of Support
  • 54 Temporary Measure Letters of Support 2025 applicants;
  • 78 candidates with priorities such as French-speaking ability or Yukon education;
  • 2 regulated occupation healthcare workers.

Though 13 invitations were revoked subsequently, the government retains 80 invitations for release this year. In addition, 10 nomination spots have been reserved for healthcare roles up to September 20, 2025, to address the chronic labour shortages in regulated medical professions in the territory.

Overview of the Yukon Nominee Program

The YNP is designed to facilitate the territory’s ability to attract and retain workers in the occupations that fuel its economic and community development. To qualify, candidates must find a permanent, full-time offer of employment from a designated Yukon employer and meet the criteria of one of the immigration streams of the program:

  • Critical Impact Worker Stream (for TEER 4 and 5 jobs under the National Occupational Classification);
  • Skilled Worker Stream (for TEER 0, 1, 2, or 3 professions);
  • Express Entry Stream (in line with the federal system);
  • Yukon Community Pilot Program (currently closed).

Once approved, the nominee, employer, and government sign a Tri-Partite Agreement (TPA). Based on this agreement, the foreign worker can apply for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC) within six months.

Entrepreneurs, too, may apply under the Yukon Business Nominee Program, which is based on different requirements.

What This Means for Applicants

The additional nomination places are a timely boost for foreign workers and Yukon employers both. With more ITAs available and healthcare professions on demand, applicants who meet the criteria under Yukon’s requirements have a better chance at securing permanent residence in Canada by way of the YNP.
