Ontario Resumes PNP Invitations with New Employer-Focused System Set to Launch

After a four-month pause, Ontario has officially resumed issuing invitations to immigration candidates through its Provincial Nominee Program (PNP), signaling a renewed commitment to attracting skilled workers to meet the province’s labour market demands. With significant changes to its application system, including the launch of a new employer-led portal, prospective immigrants and Ontario employers should be aware of the updated processes and upcoming deadlines.

On June 6, 2025, the Ontario Immigrant Nominee Program (OINP) conducted a targeted draw specifically for candidates with job offers in the Greater Sudbury area. A total of 72 invitations were issued across three different Employer Job Offer streams:

  • Resided in Canada at the time of the draw
  • Held at least a bachelor’s degree

Invited candidates must submit their complete applications to the OINP no later than June 20, 2025.

Resumption of OINP Draws After Four-Month Hiatus

The June 6 draw followed closely on the heels of a larger draw held on June 3, where 3,719 invitations were extended under the Employer Job Offer streams. This marked Ontario’s first draw since January 15, 2025, when just four candidates were invited under a highly targeted stream for participants in the Economic Mobility Pathways Pilot.

These back-to-back draws suggest a renewed momentum in the province’s immigration efforts, albeit under tighter nomination allocations. The federal government has allocated 10,750 nomination spots to Ontario for 2025—a reduction from previous years.

Major System Overhaul: Employer-Led EOI Process Begins July 2

Starting July 2, 2025, the OINP is introducing a new Employer of Interest (EOI) system, transitioning the Employer Job Offer streams from an applicant-driven to an employer-driven process. This significant change aims to streamline applications, improve job-offer authenticity, and align Ontario’s labour market needs more directly with immigration intake.

Key highlights of the new system:

  • Employers will now initiate the process by submitting employment position details via a newly created Employer Portal.
  • Once a job position is registered, applicants will be able to submit their EOI, referencing the employer-submitted job.
  • The update also shifts the application process from paper-based to a fully digital platform, increasing efficiency and transparency.

The updated EOI system will apply to the following three streams:

  1. Employer Job Offer: Foreign Worker Stream
  2. Employer Job Offer: International Student Stream
  3. Employer Job Offer: In-Demand Skills Stream

Applicants with EOIs already in progress before July 2 will need to coordinate with their employers to re-initiate or re-submit their interest through the new portal after it goes live.

What This Means for Employers and Applicants

These developments reflect Ontario’s evolving immigration strategy, with more accountability placed on employers to validate job offers and actively participate in candidate selection. For job seekers, this means greater emphasis on employer collaboration during the application process.

As the province pivots toward this new model, both applicants and employers should ensure they are fully informed about the upcoming changes. Timely submission of job offers and EOIs through the new portal will be crucial for those looking to secure provincial nominations in 2025.
