IRCC Conducts New Express Entry Draw

In its latest Express Entry selection round, Immigration, Refugees and Citizenship Canada (IRCC) extended 345 Invitations to Apply (ITAs) exclusively to Provincial Nominee Program (PNP) candidates. This marks yet another step in Canada’s ongoing effort to balance regional immigration with national goals.

Trends & Strategic Implications

High CRS Cutoffs & Intense Competition

Over the course of 2025, many PNP-specific draws have demanded elevated CRS thresholds (often exceeding 700), a sign that competition in the Express Entry pool remains intense. Prospective applicants must bring strong credentials in language ability, education, work experience, and other factors to remain competitive.

Pivot Toward Targeted Categories

Canada’s shift toward category-based selection, including draws focused on healthcare, education, and trade, has changed the landscape of Express Entry. These categories allow IRCC to address labor market gaps and economic priorities more directly. Predictability and Planning

In recent months, IRCC has signaled its intent to share a three-month draw schedule with provinces and territories, showing expected draw weeks, types, and approximate CRS ranges. This is designed to help regional governments align their nomination strategies with federal planning.

What This Means for Prospective Applicants

  1. PNP remains a powerful path. If you have a strong provincial nomination, it adds 600 CRS points and can leapfrog you into invitation territory even amid high competition.
  2. Timing matters. Meeting cutoff scores isn’t sufficient if your profile submission date falls after a tie-breaking timestamp. Always submit early within eligibility windows.
  3. Choose your category wisely. As IRCC leans into category-based draws, aligning your profile with in-demand zones (e.g., healthcare, trade, education) can increase your chances.
  4. Prepare for fluctuating cutoffs. Even though PNP draws dominate, CEC and French-language category rounds may offer lower CRS requirements, and hence opportunities, at times.

Looking Ahead: What to Expect Next

As 2025 moves forward, the Express Entry landscape is expected to evolve in a more targeted direction. The era of frequent, large-scale all-program draws appears to be waning, as IRCC continues to prioritize Provincial Nominee Program (PNP) and category-based rounds that focus on specific labor market needs. This approach allows Canada to strategically invite candidates whose skills align with economic priorities, such as healthcare, education, and skilled trades. Moreover, with IRCC’s recent initiative to provide advanced scheduling and better draw predictability, provincial governments are expected to coordinate their nomination programs more effectively. This alignment is likely to create a more streamlined immigration process, giving both applicants and provinces a clearer pathway for planning and success in upcoming draws.
